RAFAEL OLIVEIRA AND THE ARCHITECTURE OF STRATEGIC COMMUNICATION IN THE NEW GENERATION OF POLITICS

In a landscape where narrative, perception and positioning define outcomes, communication has evolved from a supporting function into the very strategic core of campaigns, institutions and brands. It is within this territory that Rafael Oliveira’s trajectory has established itself as one of the most relevant among Brazil’s new generation.

A political scientist, historian, journalist and owner-director of Entre Aspas Comunicação, Rafael has built a career grounded in the intersection of strategy, behavioural analysis and high-level execution. At the helm of the agency, he leads projects ranging from the conception and planning of communication strategies to the full management of campaigns, adopting a 360-degree approach that integrates marketing, content, social media and crisis management.

With more than 15 years of experience, his expertise spans multiple sectors and varying levels of complexity. In the cultural and institutional spheres, he has coordinated marketing and content for high-profile projects and names, such as the band Capital Inicial, during key moments like the Prêmios Multishow and the VMB, in addition to working with institutions such as the Núcleo Brasileiro de Estágios and CEDEP – Centro de Desenvolvimento Profissional. This experience has shaped a comprehensive understanding of image building and reputation management in high-exposure environments.

Throughout his career, Rafael has also invested in international training in service excellence, having completed, as early as 2010, a specialisation in the “Disney Method for Quality Service” at the Disney Institute, reinforcing his strategic perspective focused on experience, perceived value and audience relationships.

It is, however, within political communication that Rafael Oliveira stands out most prominently. His work includes direct engagement with former state and federal deputies, senators of the Republic and presidential candidates in both Brazil and Argentina, navigating different ideological spectrums with a technical and strategic approach. Over the course of his career, he has participated in 36 campaigns and mandates, working with parties such as União Brasil, NOVO, PCdoB, PSC, Cidadania, Avante, PSD, PSB, PT, PV, PSL, PDT and PL.

This breadth of experience reinforces one of the core pillars of his work: the ability to adapt language, strategy and positioning to different audiences and contexts without compromising narrative consistency. More than electoral campaigns, his work focuses on value creation and on fostering genuine connections between public figures and their electorate.

Before consolidating his role in the private sector, Rafael also accumulated extensive experience in public service, contributing directly to institutional communication across different levels of government. His career includes six years at the Legislative Assembly of Minas Gerais, two years at a Municipal Council, four years at the Chamber of Deputies and a further four years in the Federal Senate, where he began his professional journey. This institutional background provides him with a deep understanding of political dynamics and the inner workings of public communication.

Recognised as one of the leading references in strategic communication within the political sphere, Rafael Oliveira distinguishes himself through his precise reading of scenarios, behavioural analysis and ability to anticipate movements. His approach combines technique, sensitivity and ethics—qualities that are increasingly valued in an environment marked by information saturation and constant competition for attention.

At a time when campaigns demand more than visibility, requiring connection, clarity and consistency, his work helps redefine the standards of contemporary political communication. More than building campaigns, Rafael Oliveira structures narratives that engage society in a segmented, human and strategic manner, establishing himself as an essential name for candidates, officeholders and professionals operating in today’s political communication landscape.
